Content

To award a contract to WHISTL UK LTD for the
Collection and Delivery of Letters, Large Letters and
Parcels.
The initial contract period is for 2 years with an option to extend
for a further 2 periods of 1 year.
The first 2-year period is from - 1st February 2025 through to 31st
January 2027.

Alternative options considered

1.Do Nothing:
This is not an option as the existing contract is due to end on the
31st January 2025
2.Set up independent contractual arrangements with provider:
This is not the preferred option as lower volume discounts would be
received if we had conducted out own procurement exercise.
3. Forming a regional collaborative contract with a single
provider:
With the majority of downstream providers offering volume based
discounts this option will offer the highest savings. The
consortium has specified that each authority will have their own
collection points and their outgoing figures will be calculated to
offer the best savings for each Council.
The preferred option is option 3 – Continuing to be part of a
regional collaborative contract with a single provider
