Purpose

All Local Authorities receive a ring-fenced
Dedicated Schools Grant (DSG) from the Department for Education
(DfE) for their Early Years provision. The Local Authority can have
a centrally
retained element which is set in the Local Authority Funding
Operational Guide. The pass-through rate to providers in 2025/2026
is at least 96% with an increase to 97% in 2026/2027.
The Early Years Entitlement Expansion has seen an increase in the
number of children who are entitled to funded places. Resulting in
more children accessing funded childcare, more settings
expanding and new settings opening across the city. As a result,
there is an increase of the allocation for Early Years Block DSG to
the Local Authority.
