Purpose

A Flexible Procurement Systems can be used for
contracts that fall under the Light Touch Regime (LTR)
The beneficial areas of utilising an FPS are:
Simplifies the procurement process, and allows a quick turnaround
to commission providers where delivery of the service is time
sensitive.
It allows us more flexibility with both the documents and the term
of the FPS Providers do not have to demonstrate suitability and
capability every time they wish to compete for a contract under the
FPS, furthermore all QA and compliance will be in place prior to
delivery.
Improved accessibility for small to medium enterprises (SMEs)
Providers can apply at various stages throughout the term of the
FPS and re-apply if unsuccessful.
Will build a formal bank of providers within the FPS to call-off
from.

The City of Doncaster Council (CDC) is seeking
to establish a flexible procurement system (FPS) for the provision
of independent assessors and reviewers.
Lot One: Deprivation of Liberty Safeguards (DoLS) Mental Health Act
(MHA) Assessments.
Lot Two: Regulation 44 Reports
Lot Three: Childrens Safeguarding Practice Review (CSPR)
Lot Four: Safeguarding Adults Review (SAR)
Lot Five: Rapid Reviews
Lot Six: Domestic Abuse Death Related Review
Lot Seven: Stage Two and Stage Three Complaints

Continue to, dependent on Lot. Spot purchase,
direct award following expression of interest or award through Reed
Consultancy Plus. Or consider a full tendering exercise each time
there is the need to procure an independent assessor /
reviewer.
The above was rejected over implementing a Flexible Procurement
System. The FPS would standardise the procurement route increase
market engagement and the existing informal provider list.
Furthermore, compliance and any due diligence required would have
already been completed and by utilising a larger pool of talent
from the qualified approved provider list within the FPS would
speed up the procedure, particularly where an independent reviewer
is required quickly for time sensitive reviews.
The service area would also find the process, once established, to
be a more streamlined,freeing up service area time, increasing
capacity in other areas and a greater ability to utilise an
increased provider portfolio, which could reduce costs due to
increased competition within the market.
