To approve the extension of an existing
contract to provide library services on behalf of HMP Lindholme,
HMP Moorland HMP Hatfield and The Lakes.

The Lakes site forms part of Hatfield with one Governing Governor
so it operates under the umbrella of HMP Hatfield.

Culture Services is allocated one budget for Hatfield to cover
costs for library services at Hatfield and the Lakes, and this is
split to cover costs of service provision at each site.

The extension date from expiry date of the current contract will be
1st of April 2026 to the 31st of March 2029.

The total budget for 2026/27 based on 2025/26 including a 3.2%
uplift is £309,124HMP Hatfield & The Lakes combined and
split: £68,129

All costs are paid for by His Majesty’s Prisons and Probation
Services (HMPPS

Application of the National Joint Council, Local Government Pay
Award has been agreed to determine annual contract uplifts.

The budget for 2026-2027 will be £309,124 and uplift will be
applied at a minimum of 2% and a capped maximum of 5%, should the
LGPA fall outside this range for 2027/28 and 28/29.

Costs for 2025-2026 are totalling £297,062 across prison
library sites (Moorland, Lindholme, Hatfield and the Lakes). Costs
include the salaries and on-costs for library officers for the
libraries in scope, and purchases of new books, management
overheads, and any ICT licensing costs. However, a saving will be
applied by the Ministry of Justice (MoJ) regarding the staffing
costs to bring the future spend in line with budgets. A current
vacancy of a 18-hour Grade 7
position will not be filled, to contribute to this saving
requirement.
