Content

1. To approve a grant of £108,430 to
Armthorpe Parish Council to contribute towards the overall proposed
scheme being delivered by the Parish Council to a total value of
£500,000. This means that the Town Council will contribute
£391,570 to meet the shortfall of the
overall costs. The Parish have advised that the final price of the
scheme may possibly be slightly less than the tender but will not
know for certain until the works are completed. They have confirmed
however that the full amount of the available Section 106 monies
will still be required due to the shortfall on the overall amount
of costs.

2. The grant will be made up by utilising 3 separate available
Section 106 balances which are:
The first available S106 balance to be used is from planning
reference (Rands Lane,Armthorpe) 06/00545/FULM
– Wording on agreement ‘the Council to use the said
commuted sum in the provision/enhancement of public open space
elsewhere within the Councils area." Not Time Limited. Funds
received in 2007/2008. Total amount available £53,006 of
which all the
balance will be utilised leaving a zero balance.

The second available S106 balance to be used is from planning
reference (Markham Main Sports & Social Club, Church Street,
Armthorpe) 14/00799/FULM
– Wording on agreement ‘recreation contribution to be
spent towards Sport, Community and Recreation Initiatives in the
Armthorpe Ward'. Not Time limited. Funds received in 2018/19’
-£9424.00.

The third available S106 balance to be used is from planning
reference (Greenfield Northern, Whiphill Lane, Armthorpe)
06/01095/FULM 46,000
- Wording on agreement ‘"…the Council to use the said
commuted sum in the provision/enhancement of public open space
elsewhere within the Councils area." Not time limited fund
total.

Alternative options considered

Preferred Option - utilise available S106
balances outlined to deliver the scheme in full.

Option 2 - not deliver the scheme. Remaining Section 106 balances
will remain unused, and the benefits outlined will not be
delivered.
