Content

That the Council agrees to a resolution
proposed by the directors of YPO Procurement HoldingsLimited
(“the Company”), in which the Council is a shareholder,
to approve the 2026 Business Plan in accordance with the detail set
out in this report.
Authorises the Council’s Service Director – Legal &
Democratic Services to sign the Resolution on behalf of the
Council.

Alternative options considered

Not to approve the 2026 Business Plan. The
approval of the Business Plan is a matter for shareholders of the
Company, requiring the approval of two-thirds of the shareholders.
This means that even if City of Doncaster Council does not approve
the 2026 Business Plan, it may still be approved.

The business plan has been worked upon by YPO officers and approved
by the Board of the Company (which includes a representative of
City of Doncaster Council), it has also been
studied by CDC officers as part of the preparation of this
report.
