Content

To conduct a compliant procurement exercise
and award a contract for the provision of a Food Waste Collection
and Disposal Service for Commercial Waste Customers (the
“Service”).

Alternative options considered

The Council could extend the existing contract
with ReFood; choose to appoint another Service provider by direct
award; and/or attempt to negotiate a Variation to the Waste
Collection Contract to provide the collection element of the
Service. However, Contract Procedure Rules and Procurement
Legislation/Regulations, mean it would be inappropriate to award
this work without open competition, given that the Council now has
an established customer base and sufficient time to undertake a
complaint procurement exercise.
