To undertake an open tender process via
YORtender for the award of a concession licence for the operation
of a café within DGLAM. The licence will run for an initial
term of three years from April 2026, with the option to extend for
up to two further years. The successful provider will operate under
a turnover-based fee structure and deliver a high-quality
café offer aligned with the Council’s cultural and
commercial objectives.
Alternative options considered

loss of service and income, also creating a risk of reputational
