Purpose

The Youth Generator programme has demonstrated
positive outcomes in supporting Doncaster’s Voluntary,
Community and Faith Sector (VCFS) through funding applications,
capacity building, and youth engagement. Renewal will continue to
strengthen local community infrastructure, ensure sustainability,
and align with Doncaster’s Great 8 priorities. A refreshed
specification includes flexibility to respond to changing needs,
monthly monitoring, and
requirements for exit strategies.

Content

Approval is granted to award a new three-year
contract for the Youth Generator programme, valued at
£150,000 in total (£50,000 per annum), commencing
January 2026. The contract requires the provider to leverage
external funding, support VCFS organisations, and provide capacity
building and sustainability planning. The pilot demonstrated social
return on investment of funding generation ratio of 4:1.

Alternative options considered

Option 1: Not renewing the contract. Rejected
as this would risk a loss of momentum in community support, reduced
youth engagement, and missed opportunities for external
funding.
Option 2: Delivering entirely in-house. Rejected due to lack of
capacity and specialist expertise.
