Content

To undertake an open tender process via
YORtender for the award of a concession licence for the operation
of a café within The Civic Office. The licence will run from
an initial term of three years from April 2026, with the option to
be extended for up to two further years. The successful provider
will operate under a turnover-based fee structure and deliver a
high-quality café offer aligned with the Councils cultural
and commercial objectives.

Alternative options considered

Do Nothing: Rejected as this would result in
loss of service, which would negatively impact staff working at the
Civic Office, and income, also creating a risk for reputational
damage to the Council.

Direct award: Rejected to ensure compliance with procurement rules,
enabling fair competition and best value.
