Purpose

The purpose of the service is to provide an
enhanced environmental crime, Public Space Protection and parking
enforcement with Councils across Yorkshire, Lincolnshire and
Nottinghamshire and put in place the operational arrangements
necessary to efficiently deliver this service.
The City of Doncaster Council has obtained the delegation of
relevant and appropriate powers contained within the Environmental
Protection Act 1990, Anti-Social Behaviour, Crime and Policing Act
2014, Clean Neighbourhoods and Environment Act 2005, and Health Act
2006, Traffic Management Act 2004, Road Traffic Regulation Act 1984
and Road Traffic Act 1991 made by Rotherham Metropolitan Borough
Council, North Lincolnshire Council and North East Lincolnshire
Council to enable it to enter into “shared services
agreements” with each Council.
Environmental crime such as littering, dog fouling and fly tipping
has a negative impact on the quality of life and environment for
the residents across the region. The Government published its
Litter Strategy in 2017. In August 2022, the ‘Litter strategy
for England: annual report (2019 to 2022) summarised a number of
key findings.

Content

To enter into service level agreements
(SLA’s) to provide environmental crime and parking
enforcement services. The enforcement work will be undertaken by a
contractor providing uniformed officers to undertake the work. The
City of Doncaster will provide the back-office function, operating
system, and equipment to manage the contract. The geographical
spread of the partnerships will be Councils within Yorkshire,
Lincolnshire, and Nottinghamshire. Currently Rotherham Metropolitan
Borough Council, North Lincolnshire Council and Northeast
Lincolnshire Council. The contract can be for the benefit of a
maximum of 4 Councils (in addition to CDC). Any new Councils taking
the benefit of the services will be agreed with the contractor and
will be in the Yorkshire, Lincolnshire, and Nottinghamshire
area.

Alternative options considered

ALTERNATIVE OPTIONS CONSIDERED AND
REJECTED
The alternative option was not to enter into an SLA with other
local authorities and to undertake the environmental crime work
with a contractor for CDC only. This was rejected as CDC has had a
good working relationship with the local authorities. The 3
authorities North Lincolnshire, Northeast Lincolnshire and
Rotherham obtained key decisions to continue with this work with
CDC in the future. This work supports the Councils aim to educate
and change behaviour both in the Doncaster area and the
region.
