Purpose

• The Local Authority has a statutory
responsibility for the successful delivery of KS2 Assessment and
moderation and additionally KS1 as part of the traded offer in
support of school improvement. Due to staff turnover, reduced
capacity within the LSE Team and pending recruitment and in order
to ensure continuity and consistency of statutory service delivery
for schools and quality assurance of compliance during 202324
academic year an education consultant is required to conduct this
activity in accordance with relevant statutory guidance from the
Standards and Testing Agency.
• This arrangement will enable the strategic and statutory
responsibility to be met for the successful delivery of the
statutory duties of the local authority regarding and KS2
Assessment and moderation and the KS1 traded offer and will ensure
the LA continues to meet expectations and requirements following
recent staff turnover and other staffing change. The proposed
arrangement provides for continuity of expert knowledge and
consistency and assured quality standards for school leaders. Key
deliverables will include: Delivery will be the equivalent of x
days spread across the academic year in accordance with relevant
statutory guidance from the Standards and
Testing Agency.
• Targeted recruitment of a specialist in this area to provide
consistency and continuity with Doncaster’ schools,
professional networks and processes has been undertaken via
Reed.
• Considered partnership with Rotherham and Sheffield –
hybrid arrangement for training delivery however, discounted due to
risk assessment and greater efficiency and effectiveness via direct
delivery.
• Considered outsourcing to multiple consultants on framework
to spread expertise, however discounted due to risk and
fragmentation.
• The remainder of the staffing budget released from this
substantive post not being filled will be combined with the
resource released from another postholder reducing their hours as
part of a flexible working request. This combined resource will be
used to recruit another parttime Standards and effectiveness
Officer.
