Purpose
The number of families open to early help has
steadily reduced over the last two years, in comparison to the
number of families open to statutory social care, which has
increased. It is recognised that a number of pressures relating to
the delivery of the Early Help offer have emerged which has
necessitated a review of current processes and procedures.
The Early Help Strategy Implementation Plan, Strengthening Families
Programme would like to enhance the current early intervention
services by piloting multidisciplinary teams with Early
Intervention and Prevention Service. Currently, we have staff in
the Domestic Abuse Navigator Team who deliver interventions to
families who have experienced high risk domestic abuse, we would
like to utilize these skills and interventions much earlier in
order to prevent problems from escalating resulting in pressures on
our social care teams
Due to the above, this ODR seeks to establish the following
posts:
• 1 FTE Family Lead Practitioners (Grade 7) temporary for 18
months
The Family Lead Practitioner will be managed within the Early
Intervention and Prevention Service.
Financial Implications:
This temporary 18 month post will be funded from Head of Service
contingency of £14,650 in 2023/24 and 2024/25 with the
balance funded from managed staffing vacancies.

Allocate funding of £46k across financial years 2023/24 and
2024/25 from the Early Intervention and Prevention budget. This
funding will be from Head of Service contingency of £14,650
in 2023/24 and 2024/25 with the balance funded from managed
staffing vacancies.
