Purpose
An ODR (SAM 213) was signed 8th September 2022
after the Grade II Listed former swimming baths and health club had
been marketed. The ODR was to approve the bid from ******** which
was considered viable based on the information supplied and the
uses proposed were acceptable to Planning in principle.
Although the offer was withdrawn 3rd May 2023, discussions
continued to take place between City of Doncaster Council senior
officers and the applicant, following which it was agreed that the
offer was still live. ********* are planning (subject to a funding
bid approval) accessing the building in September 2023 to carry out
works to repair the roof, with a view to doing this at risk
alongside their planning application being determined (not
submitted at the date of this report). Once planning permission is
granted and a decision notice issued, in accordance with usual
disposal provisions, the sale of the asset will complete within 28
days.
In addition to the provisional agreement for sale continuing, it
has also been agreed that there will be a Grant Agreement between
CDC and ********* from LUF to assist the Recipient to undertake
preliminary works and roof repairs (a separate ODR has been signed

Alternative options considered
ALTERNATIVE OPTIONS CONSIDERED AND
REJECTED
There are two alternative options available to the Council and
these are set out below:
Option 1 – Do nothing
This option has been rejected as we have been actively marketing
the property and have received an offer that we wish to proceed
with.
Option 2 – Remarket the site
The site has received some interest via marketing although
viability issues have deterred a number of interested parties from
bidding and it is believed that the preferred bid is best value and
there is no market intelligence available to suggest that a further
marketing of the site will achieve a higher sale price. This option
would also involve additional Council marketing expenditure and
would risk further deterioration of the building.
