Purpose

The three regional adoption agencies which
together form OneAdoptionYorkshire and Humber currently share an
Approved Provider List for providers funded by the Adoption Support
Fund and have a shared evaluation and contract structure. However,
there are insufficient resources to support the contract management
and market development aspect of the commissioning role.
Additional funding from the DofE is being offered to support the
further development of the joint commissioning function for 2
years.
The DfE funding has been used to create the National Adoption
Commissioning Programme (‘the Programme’) which will
explore both national and pan-RAA commissioning arrangements to
ensure:
• Adopted children, young people, and their families have
access to timely, high-quality support that meets their needs and
that they are satisfied with the support they receive, knowing that
their views matter in shaping the services offered.
• RAA and LA staff have a shared understanding of what good
looks like, are confident that they can offer families high-quality
support for a fair price and understand what services they need and
commission them in the best way to meet these requirements.
• There is a vibrant adoption support market consisting of a
range of flexible providers whose offers are shaped by need.
Streamlined processes provide better support to providers and
trusted relationships between them and commissioners give them
the
confidence to invest and develop their offer.
The amount is likely to be around £60,000 for each of 2 years
– a maximum of £120,000
This will pay for a full-time Regional Commissioning Officer at
Grade 9, including 10% for management costs and one day per month
backfill time for the Head of Service,
OneAdoptionSouthYorkshire to cover the role of Regional
Commissioning Champion.
The funding will be received and paid out through the
OneAdoptionSouthYorkshire central budget.
Payment will be made in advance in three payments – a lump
sum for 2023/2024 at the start of the grant agreement, and two
further payments in April 2024 and September 2024 to cover delivery
for 2024/ 25.
