Purpose

The procurement was undertaken within the
Contract Procurement Rules
2. There were initially two expressions of interest in the Tender,
of which one proceeded to full bid.
3. Review and full moderation of the bid demonstrated a strong
submission to progress and further develop the service, with
agreement to enter the Memorandum of Understanding
and contribute to its development into an Alliance Contract with
other providers of the Crisis Alternative Services.
4. The Bid demonstrated how the provider will deliver and develop
the service within costs.
5. The Provider has provided the service for many years under
grant, and more recently under Contract.
6. No significant risks identified in their delivery of this
contract.
7. The Award will enable continuation of the service.
8. A Recurrent budget is in place for the sustainability of the
service.

On 2nd September 2022, Cllr Blake made the key
decision ‘Approval to award contract for Community Based
Wellbeing and Support Service’

a. Notes the social value, and ongoing development of the Community
Based Crisis service
and integration into the wider Crisis Alternative Services
pathways.
b. Delegates the approval of the award of the contract to the
Director of Public Health following the planned procurement by open
tender process, at an annual value of £200,000 per annum for
3 years, with an option to extend for a further 2 years, which
aligns with the contract period for the wider Crisis Alternative
services.
The procurement was undertaken during September 2022 –
January 2023, and through the Council’s procurement process,
the Contract was awarded to Doncaster Mind, who was the incumbent
provider of the contract.
The outcome of the award was reviewed and moderated by a panel with
representatives from across the NHS and Council. Agreement was
reached to award to Doncaster Mind, which was discussed at
Strategic Commissioning Planning Meeting on 27th January
2023.
