Purpose
REASON FOR THE DECISION
To seek approval to use £30,000 of section 106 monies for
improvements to the public open space, Adwick Road Park,
Mexborough, to include the refurbishment of the play equipment
and
perimeter fencing and the installation of new pathways. Planning
ref: 22/00328/FULM – Site of Former Nurses Homes, Cemetery
Road.
The total cost of the works is £30,000. The breakdown of the
works is as follows:-
Installation of new footpaths leading from the pedestrian walkway
to the park £13,440. Work to be carried out by
Highways.
Installation of new soft tarmacking around play equipment
throughout the park £6,200. Work to be carried out by
Highways.
Refurbishment and painting of perimeter fences both internally
around the play equipment and externally around the park itself
£2,180. Work to be carried out by Street Scene via the Play
Team.
Refurbishment and painting of the play equipment within the park
£4,790. Work to be carried out by Street Scene via the Play
Team.
Contingency budgeting of 11.3% to cover variance in material costs
due to ongoing cost of living crisis as well as global events
including the war in Ukraine leading to some sourcing issues
£3,390.
All prices are subject to VAT.
Intended Outcomes:
Tackling Climate Change – Investing into our green spaces to
promote the use and upkeep of them.
Developing the skills to thrive in life and work – Play area
will help develop cognitive skills in young people and teach life
skills such as teamwork and sharing as well as relationship
building
and socialising.
Building opportunities for healthier, happier and longer lives for
all – Free play area accessible by all provides an outdoor
recreational area to the local community that encourages physical
activity and exercise.
Creating safer, stronger, greener and cleaner communities where
everyone belongs –
Development will improve and protect a green area that will have
suitable entrances and exits to be an inclusive environment fit for
anyone to enjoy.
Nurturing a child and family friendly borough – Improvement
of the play area promotes families using it, during the cost of
living crisis having a free to access well kept play area will be
invaluable to local families.
This will encourage and increase the participation and usage of
Adwick Road park for recreational activities, planned community
events and prevent the use of the land for anti-social behaviour
such as off-road biking.
City of Doncaster Council own the asset, with Streetcene
responsible for the refurbishment of the play equipment and fencing
and Highways for the installation of the footpaths.
The project has the full support of the three Ward Members for
Mexborough and also that of local businesses. Streetscene and
Highways have been consulted also.
The section 106 agreement for Adwick Road Park, Mexborough,
(22/00328/FULM) site states the monies are to be used for
“providing/enhancing other areas of public open space within
the
Council’s area”. The section 106 monies must be used
within 10 years, monies appointed in 2022/23 financial year.
