Purpose

REASON FOR THE DECISION
The Stockholm Convention on Persistent Organic Pollutants
(POP’s) is an International Treaty, signed on 22 May 2001,
effective from 17 May 2004, which aims to eliminate or restrict the
production and use of POPs. The UK government ratified / acceded to
this treaty on 17 Jan 2005.
The Convention requires the Parties to the agreement to adopt and
introduce measures to reduce the release of POPs into the
environment with the aim of minimising human and wildlife exposure.
The POPs listed in the Convention fall into three broad
categories:
- Pesticides (such as Aldrin, Chlordecone and Lindane)
- Industrial chemicals (e.g. polychlorinated biphenyls (PCBs),
and
- Certain homologue groups of poly-brominated diphenyl ethers
(PBDEs).

DECISION TAKEN
1/ To implement separation of waste items likely to contain
POP’s at Doncaster Waste Transfer Station.
2/ To implement separation of waste items likely to contain
POP’s at the Council’s Six Household Waste Recycling
Centres (HWRC’s).
3/ To permit the HWRC management contractor (FCC) to dispose of
separately collected POP’s from HWRC’s via the existing
Renewi contract.
4/ To deliver waste items likely to contain POP’s from
Doncaster Waste Transfer Station to an alternative (dedicated)
facility offered by our existing waste disposal contractor
Associated Waste Management (AWM).
5/ To designate a new transportation route under the existing
Haulage Contract with Hargreaves for delivery of POP’s to
AWM’s alternative facility.
