Purpose
On 20th July 2022 Cabinet approved the
submission of the Stainforth Town Deal projects Business Case
Summary Documents to Department for Levelling Up, Housing and
Communities (DLUHC) confirming the intention of Doncaster Council
to secure a combined £***** Towns Deal Funding for
Stainforth. Cabinet approved the acceptance of the £*****
Town Deal funding for use on the projects, subject to and in
accordance with the conditions and requirements of the funding. A
number of different delegations were set out in the Cabinet report
to enable delivery of the Stainforth Town Deal projects. Only two
of the delegations are relevant to the decisions required by this
ODR. Recommendation (x) approved the delegation of authority to the
Director of Economy and Environment, in consultation with the
Director of Corporate Resources, to award grants to outside bodies.
Recommendation (vii) approved the delegation of authority to the
Director of Economy and Environment, in consultation with the
Director of Corporate Resources and the portfolio holder for
Housing and Business, to procure and award Contracts, in compliance
with the Council’s Contract Procedure Rules (CPR’s), on
the basis that decisions will not commit the Council to additional
costs beyond the scheme affordability envelope.
The Town Centre Hub incorporates the Public Realm Improvements and
Safer Streets projects to provide an improved public realm to the
key town centre, land value uplift and a safer environment for the
residents of Stainforth.
Following submission of the summary business cases to DLUHC in
August 2022, Public Realm Improvements project passed DLUHC review
in November 2022 and Safer Streets in January 2023 with receipt of
capital grant.
This ODR seeks approval to progress the Town Centre Hub
programme.
The Public Realm Improvements project will contribute to
consolidating the town centre by improving the public realm in the
main shopping area. Works will include new paving, lighting, CCTV
to provide an improved and more attractive retail area creating the
uplift to ensure sustainability when Unity Town development is
delivered. The Public Realm works will be carried out by CDC
Highways team.
The Public Realm Improvements project includes the Shop Front
Improvement Grant for businesses in the scheme boundary. The total
grant budget allocation is £*****. The Shop Front Improvement
Grant has been developed in detail and will follow the principles
of the LUF Shop Fronts scheme.
The Shop Front Improvement scheme will be delivered as outlined
below:
• The allocation will be delivered via a Capital Grant scheme
mechanism targeted at eligible properties.
• Some of the properties identified include more than 1
address but the grant scheme will be administered per shop front
• Grant applications maximum is set at up to
£****.
• Council declaration of subsidies forms will be required and
appropriately recorded. Any grants which result in total awards in
excess of £**** over 3 years will be referred for further
advice.
• Evidence of costs / expenditure will also be required before
grant payments are processed.
• The application procedure is predominantly submission by
email or post.
• Applications will be submitted to a panel for consideration
which will meet regularly to consider submissions.
• The panel will consist of officers from the following
areas:
o Business Doncaster – with experience of businesses as well
as previous delivery of similar schemes.
o Planning Officer – to provide guidance and signposting for
any applications which may require planning permission
o Major Projects – to present application details to
panel.
• An appeals process has been identified which will be
overseen by Strategic Infrastructure Manager – Major
Projects
Safer Streets will provide a new CCTV network in key locations
across Stainforth creating a safer and more attractive environment
for residents, deterring crime and anti-social behaviour. The CCTV
network includes Station Road, Church Road, Field Road, Princess
Avenue and will provide CCTV coverage to the railway station. The
budget for Safer Streets includes new streetlight columns which are
required for the cameras and to support the CCTV and associated
infrastructure.
Technology Governance Board approved the Safer Streets scheme in
May 2022. The inhouse CCTV contractor framework was used to carry
out a mini-competition to procure and appoint CCTV contractor. This
ODR recommends entering into contract with ****** to provide CCTV
for the Safer projects to the value of £*****
Stainforth Town Council have agreed to pay the ongoing costs for
electric supply, monitoring and maintenance costs of the CCTV
cameras up to March 2027. The CCTV will be Stainforth Town Council
asset and the Town Council will be responsible for any removal
costs.
