Purpose

This decision is needed to assist with the
delivery of a new Police HQ in the city centre.
The Police are in contract with the council to purchase the former
council house carpark as the location for a new Police HQ. As part
of a procurement framework, design consultants have carried out
work on the design of this building at nil costs.
The former council house car park is now being seen as the
preferred site for a potential 2nd UTC and therefore an alternative
site that is adjacent to the Archives building on Chequer Road is
being explored for the Police HQ
The threshold for design work at nil costs has now been reached and
any additional work on design of the building to fit on this
alternative site are likely to incur costs with this design company
or any other alternative company. Given that it is council who is
wanting this alternative site to be explored it is fair that the
council share some of the costs to explore whether this option is
feasible
This work is a corporate priority as both the Police HQ and a 2nd
UTC are seen as essential assets that need to be located in the
city centre.

To allocate £**** from the Revenue Cost
of Capital Earmarked reserve to fund the CDC share the feasibility
costs of up to £*** to help establish whether the new Police
HQ could be built on the land adjacent to the Archives building on
Chequer Road .
