Purpose

Doncaster Council, as a member of the South
Yorkshire Mayoral Combined Authority (SYMCA) was successful in a
bid to the Department for Transport for the Transforming Cities
Fund (TCF) programme.
The objectives of the TCF are to drive up productivity through
improved connections between urban centres and suburbs. To do this,
the DfT will aim to:
• Invest in new local transport infrastructure to boost
productivity
• Improve public transport and sustainable transport
connectivity
• Improve access to employment sites, Enterprise Zones,
development sites, or an urban centre that offers particular
growth/employment opportunities.
Initially the programme was time limited, with a deadline of 31st
March 2023 however the Department for Transport/SYMCA has agreed an
extension of funding until 31st March 2024. The value of the
funding available for the active travel improvement Access to
Stations package totals £****** Doncaster Council has already
claimed £**** from within the 2% of total scheme cost that
approval was given on 18/05/2022.
As detailed above, Doncaster Council’s participation in the
submission of the TCF bid and subsequent delivery of the programme
was approved by Cabinet on the 15th of October 2019.
The route adds 5.2 miles of new segregated cycle routes to
Doncaster’s growing active travel network connecting
residents to key transport hubs in the area. The routes also
connect to existing local walking and cycling networks ensuring
cyclists and pedestrians have attractive journey and allowing more
people to consider low carbon methods of transport for short
journeys. The new infrastructure will help Doncaster council
achieve net zero ambitions by creating modal shift to active modes.
The route will also contribute to improving levels of physical
activity in the area by providing safe facilities for more people
to take up cycling or walking whether this be by commuting to work,
education or recreationally. The new facilities will allow users to
make multi modal trips, encouraging more walking and cycling to
Doncaster’s rail links.
The new infrastructure delivery of the interventions will
contribute to meeting output of the adopted Get Doncaster Cycling,
Get Doncaster Walking and Get Doncaster Moving strategies.

decision to enter into the funding agreement and drawing down the
funding to the Director of Economy and Environment and section 151
officer, in consultation with the Mayor.

ALTERNATIVE OPTIONS CONSIDERED AND
REJECTED
Without the requested approvals, funding cannot be obtained and
schemes would not be delivered resulting in a loss of a significant
amount of funding for the City and delivery of new
infrastructure.
