Purpose

Prior to this decision, Doncaster Council
operated two biomass boilers, one at Adwick Leisure Centre and one
at Doncaster Archives. These biomass boilers are generally accepted
to be a lower carbon alternative to traditional gas boilers because
they are fuelled with renewable wood fuel products. Each boiler
uses a slightly different type of wood fuel resulting in two
procurement exercises. During this process, Ennerdale District
Heating, a heating system containing a biomass boiler, was added to
our portfolio. This was then added to the procurement exercise
bringing our biomass boiler stock to three. Only one of which are
considered in this decision record, Doncaster Archives, which uses
wood pellet fuel. A further procurement exercise has been carried
out to source a provider for the wood chips for the other two sites
as required.
Our existing contract had expired and therefore a new agreement
needed to be put in place to ensure a reliable service for these
council assets. This new contract is to replace the previous
agreement which provided biomass for Adwick Leisure Centre and
Doncaster Archives.
AMP Biomass Fuel Ltd were selected from the YPO procurement
exercise as they were the only supplier that were able to cater for
the site’s bespoke delivery arrangements.
The contract has been awarded via the YPO 1080 Renewable Biomass
DPS Contract Notice 2021/S 000-009517 and in compliance with the
Council’s Contract Procedure Rules (CPR’s).
YPO, in liaison with the requestor and Strategic Procurement Team,
have completed a further competition exercise amongst the DPS
Providers on the YPO 1080 Renewable Biomass and Related Services
DPS.
The contract has been awarded to the most economical advantageous
supplier who can meet the Council’s quality and delivery
requirements.

The decision to enter into a 24-month contract
with AMP Biomass Fuel Ltd for the provision of Biomass wood pellets
for Doncaster Archives. This contract was procured through a YPO
framework with a predicted value of up to £***. Please note,
the actual contract value is likely to fall below the predicted
value due to recent changes to the operating processes/heated areas
of the Archives.
