Purpose

The recommendation of the ODR is to agree to
the procurement and award of the Flexible Procurement System for
supported living services.

Content

To agree to the procurement and award of a
Flexible Procurement System (FPS) for supported living services and
to the subsequent award of supported living services call off
contracts utilising the FPS.
The supported living service will be procured using a system that
allows a number of providers to be part of an open framework
whereby the Council can purchase individual care
and support, but the providers will have no guarantee of business.
This system is called a Flexible Procurement System.
There is a need to redesign the purchasing for supported living to
support an increase in providers in the market which in turn offers
improved capacity that is flexible to those individuals’
needs. The redesign will also support the reduction of
inappropriate use of direct
payments due to limited or no availability.
