Purpose
The City of Doncaster Council currently
commissions a Domestic Abuse Service with the Riverside Group Ltd.
The existing contract commenced on the 13th May 2019 for an initial
period
of 2 years. Contractual options to extend for a further 2 x 12
months were utilised up to 12th May 2023. A further extension of
the term to the 12th May 2024 was subsequently approved via a CPR
Waiver (CPR-23-04-002).
Work to recommission the service commenced in January 2022 and
included a wholesale review of the service specification in order
to update the specification and incorporate changes necessitated by
the statutory requirements of local authorities under the Domestic
Abuse Act
2021. Internal consultations suggested that an outcomes-based
approach to the service would be most suitable, resulting in the
formulation of an outcomes-based specification. Market
engagement was undertaken in relation to the proposed specification
and approach to the procurement in June 2022.
A procurement was issued on the 02/11/2022 and the tender closed on
the YORtender portal on 02/12/2022. This resulted in two bids being
received, one of which was deemed to be noncompliant due to a
lack of completeness. An evaluation was undertaken on the remaining
compliant bid, however the evaluation panel deemed that this did
not meet the strategic or value for money objectives to enable an
award of contract to take place.
As detailed above, a CPR Waiver was subsequently sought and
approved and the current contract now ends on the 12th May 2024,
thus bringing the whole life current contract value to
£2,500,000

To seek approval to re procure and award a
contract following a tendering exercise for a period of 3 years
with 2 x 12 month extensions for the provision of a supported
accommodation service
for adults and children fleeing or living with domestic
abuse.
This is in accordance with a Key Decision Recommendation dated
12/10/2022 that approved the original procurement of the service
with an increased value of £500,000 but did not lead to a
contract award. Following specification amendments, a further
procurement is proposed.
