Purpose

To procure a Council-wide framework contract
for grounds maintenance supplies for use across the borough.

The scope of the contract is lotted 6 ways including;
• Plants & Shrubs
• Trees & Conifers
• Ground Maintenance Sundries
• Tree Equipment
• Bins & Seats
• Sports Equipment

The lotting should encourage smaller suppliers to submit bids for
their own specialism in perhaps just one lot but also larger
suppliers are able to tender for multiple lots.
The procurement exercise will actively encourage local suppliers by
engaging with the local market ahead of the tendering
process.
The tenders will be evaluated based upon 70% price and 30% quality
which is hoped will drive costs down due to the strength of the
market.

To procure a Council-wide framework contract
for grounds maintenance supplies for use across the borough.
The contract will run from August 2023 for 1 year with an option to
extend for a further 4 x 12 month periods The estimated cost over
the 4 years (based on previous year’s usage) is £*****.
With the value being so high, we will be lotting the framework in
to 6 different areas and with a very competitive market available,
we will be carrying out a full EU tender exercise. The contract
will be awarded to the contractors who, following evaluation,
provides the most economically advantageous bid with regard to cost
and quality.
The Council is looking to have several suppliers on the framework
contract following the evaluation process.
