Purpose

The Youth Investment Fund’s (YIF) is
providing £368 million to create, expand and improve youth
facilities and services. The Department of Digital Culture Media
and Sports (DCMS) objectives are to create, expand and improve
local youth facilities and their services, in order to drive
positive outcomes for young people, including improved mental and
physical wellbeing, and skills for life and work.
Our Phase Two Expression of Interests have successfully navigated
the first stage of the application process, and we have now been
allocated a Relationship Manager from the Key Fund commissioned by
DCMS to provide the support in completing our Phase Two Full
Bid
Submission. All grant funds awarded for Phase Two by the Youth
Investment Fund must be pent by 31st March 2025. The Youth
Investment Fund bid is also aligned closely to the new Doncaster
Youth Strategy 2023 - 2028.
Doncaster incorporates some of the most deprived wards; the ability
to support the area's young people to access positive things to do
in their community will not only improve their health and wellbeing
and drive aspirations for adulthood but also support community
cohesion and a vibrant Youth Offer. We have engaged regularly with
ward members and will continue to keep ward members updated on
progress.
As part of the bid submission we now need to carry out the
groundwork and site investigation of the five identified Youth Hub
locations across the borough.

1. Playing Field - Sandford Road Balby Doncaster
2. Land at Hatfield Outdoor Centre
3. Land at Adwick Leisure Centre
4. Land at Rocket Park Mexbrough
5. Land at Clarke Avenue Edlington

The costs are laid out in the attached Officer Decision Record,.
This is required as part of the bidding application with DCMS which
requires all authorities to have submissions at RIBA Stage Four.
All other cost associated with the design process for the Modular
Youth Hubs will be met through the DCMS Youth Investment Fund
should our phase two bid be successful.

To commission groundwork surveys and
investigation on the five sites identified across the borough to
build Modular Youth Hubs through the DCMS Youth Investment
Fund.
The surveys and land investigation are part of the conditions of
the funding application which requires local authorities to have
the full bid at RIBA Stage Four before submitting. DCMS approved
architects who have led on the design for the Wheatley Hub Pilot
will be carry out the survey.
