Purpose

The council spend approximately £115,000
per annum on bill payment services through the Post Office and
Paypoint.
Lot 1 ‘Multiple Network Managed Service’, of the
Procurement for Housing Framework (PfH 2019) for the provision of
Electronic Payment Services, has been identified as the best route
to market. This allows for Direct Award to one of two suppliers who
are on the Framework.
The current supplier Allpay have been providing the service since
2019. A mini competition was held in January 2023 between the two
suppliers on the Procurement for Housing Framework (Allpay Ltd and
Access Paysuite Ltd).
The evaluation process considered Price 70% and Quality of Service
30%. Although both suppliers scored highly on quality, the price
deferential resulted in Access Paysuite being selected.

To award a contract for ‘Bill Payment
Services’ from 1st June 2023 to Access Paysuite Ltd,
who will replace the current supplier Allpay Ltd.
This will be done under Lot 1 ‘Multiple Network Managed
Service’ via Procurement for Housing Framework (PfH 2019) for
the provision of Electronic Payment Services.
The contract is for a 12-month period with two 12-month extensions.
The total value of the contract will be approximately
£330,000 (£110,000 per annum)
