Purpose
Our compelling vision to address the challenge
of Doncaster’s inactivity levels has been recognised by Sport
England and we have been awarded with Local Delivery Pilot (LDP)
status, following a competitive, 12 month application
process.
The approach for the LDP was approved by cabinet on the 23.01.18
through the Physical Activity and Sport Strategy.
On 11/08/2020 Cabinet approved acceptance of up to £6.975m
further grant funding from Sport
for England, to maximise opportunities from the LDP for a further 4
year period until 2025, to deliver Phase 4 and 5 of the Investment
Plan to help address physical inactivity levels across the Borough.
This included investment to resource the Evaluation Framework for
Doncaster’s LDP
Content
To exercise clause 2.2 of contract RM6018 with
CFE (Research and Consulting) Ltd, and extend the term of contract
with CFE Research by two years until 31/03/2025. The total value of
the contract extension will be £275,784.33.
This decision is following formal delegation from a Cabinet key
decision made on 11/08/2020. .
Alternative options considered
ALTERNATIVE OPTIONS CONSIDERED AND
REJECTED
Utilise internal staff to evaluate the Local Delivery Pilot.
In light of staffing pressures and capabilities across the council
this is not a feasible option. The recruitment of staff into the
organisation would provide difficult to fulfil in the timescales
required and provide added responsibilities to the team managing
the process.
Not extending the contract
This would use significant time and resources to recruit a new
evaluation partner, and therefore jeopardise the evaluation of our
Local Delivery Pilot. Without a continuous approach to evaluation,
Doncaster Council would not be able to access any future
significant funding via the Local Delivery Pilot and therefore
reduce the amount of resources that Doncaster has to addressing
inactivity.
