Purpose
Doncaster Council are requesting £****
of external funding to procure a contractor to undertake a
modelling study to inform the delivery of a surface water scheme
within Bawtry.
Bawtry is a small town located in Doncaster, which has experienced
frequent surface water flooding during moderate rainfall events.
Doncaster Council are proposing to carry out a scheme to reduce the
likelihood of flooding from surface water to residential properties
located in and around Sycamore Crescent and Wentworth Court,
Bawtry
During moderate rainfall events, Doncaster Council have frequently
relied upon deploying tankers to the soakaways located on Sycamore
Crescent and providing sandbags to residents in order to reduce the
impact of the surface water flooding. Reactive
management/maintenance of flood risk is not a cost effective
solution for the Council to continue to operate; it has a high
chance of failure, and puts a strain on Council resources, assets
and staff during times of flood. Therefore, a scheme needs to be
executed to reduce flood risk at this location so that these
resources, assets and staff can be deployed to other areas within
the city and any savings as a result can be utilised to make
further improvements.
Following moderate rainfall, the surface water soakaways located
within the Sycamore Crescent area quickly becomes inundated, which
results in surface water flooding. There is no positive surface
water system in the Sycamore Crescent area, but there is a sewer
network located on Park Road and Doncaster Road. There is also a
highway drainage surface water system located on Tickhill Road,
which has the options to connect into. Surface water flooding
occurs at the lowest point within the area, which is Sycamore
Crescent.
Sycamore Crescent and surrounding area is located within flood zone
1 as per the EA Flood Map, however the properties are shown to be
at flood risk from surface water within band 1 (very significant)
and band 2 (significant), see Figure 1 below, due to a surface
water flow route.
Climate change is occurring and as the frequency and magnitude of
flood events are increasing, additional mechanisms are required to
reduce the significance of flooding to these properties.
Following the development of the aforementioned feasibility study,
the preferred solution will be taken forward for further
consideration at the Outline Business Case gateway, to secure the
external gain share funding which has been allocated for the scheme
(£*****), to deliver the project.
In order to deliver the scheme, we are requesting authority to
procure the services and incur the necessary expenditure. This will
be procured with support from the internal procurement team.
The project aspirations are consistent with the objectives of the
Local Plan and the Local Flood Risk Management Strategy
(2014).

with procurement regulations, to undertake the modelling
study.
