Purpose
Based on the last 12 months, the Council
spends around £***** pr annum on this service, and may
increase in the coming months/years due to the current economic
climate. It is essential for this service to be procured and
therefore the procurement exercise will be carried out to ensure
compliance with the CPR’s.
Therefore due to time saving reasons and to meet compliance, a
decision has been made to use YPO framework.
The contract will be awarded for 4 years with the option to extend
for a further two 24 month periods, thus a potential total of 8
years.

.This procurement exercise for the Service and
Maintenance of Gas Fired Burners & Boilers Including 24/7
Call-Out Facility is to be carried out in accordance with the
Council’s CPR’s
(Contract Procedure Rules).
Frameworks are to be employed, we considered ESPO, CCS, Efficiency
North and YPO to conduct this tender exercise. YPO was decided to
be the most suitable provider. The YPO framework provides a good
number of reputable companies for bidding purposes, therefore we
feel the market can be competitive to give us a quality solution.
However, with this in mind, we have worked closely with YPO to
include our current supplier on the framework therefore giving them
an opportunity to bid.
Three alternative options were considered (see box 4) but these
were disregarded on the grounds that market testing has taken place
pre-procurement and there are not sufficient number of suppliers in
the local area who were capable to fulfil the contract and to
achieve a cost efficient and quality solution.
Alternative options considered
Option 1 - Do nothing. Will cause a breach of
CPR’s and also to the detriment of the Councils systems in
the various premises across the borough in terms of their working
order for example.
Option 2 – Consideration was given to carrying out an open
tender, inviting all companies to bid for the service. However, it
was felt that this would have been counterproductive in respect of
time and evaluating bids on companies who are based out of the
borough. Therefore due to timescales and best value, it has been
decided against
