Purpose

Waterfront East, a site located to the north
of Doncaster’s Town Centre, occupies a prime gateway site and
has great redevelopment potential. However, the site is also known
to be extensively contaminated as a result of various industrial
processes taking place on the site historically. The anticipated
costs to remediate the extent and types of contamination have acted
as a major blockage to the redevelopment of this key gateway
site
A report to Doncaster Councils Cabinet on 19th January 2022 updated
on a successful funding application made to the Levelling Up Fund
(LUF) Round 1 for several key regeneration projects in Doncaster -
including £***** for the decontamination of the Waterfront
East site, and subsequent delivery of a public green space as an
interim use pending the future redevelopment of the site.

During 2022 extensive surveying has been undertaken across the
Waterfront to determine the extent and character of contamination
on site – and subsequently prepare a remediation strategy. It
has been found that across the site all trees and bushes are
growing out of the contaminated land. It is necessary to remove
these to allow the subsequent land remediation works to take place.
Trees and bushes must be removed by the end of February to avoid
the adverse implications on the project arising from the start of
the bird nesting season.
4 quotes were sought for the removal of trees/bushed at Waterfront
– with 3 responses received. The most competitive quote
(£*****) was received from Yorkshire Tree Contractors, who
have indicated that they can complete the works within the time
available.
Consent for the felling of the trees is being secured through a
Forestry Commission Felling Permit. As part of the Permit, we are
planning to replant the trees lost from Waterfront at the Bullcroft
Tip site in Carcroft. The replanting scheme have not yet been
designed and properly costed, but it is anticipated that the
replanting will cost around £***. The replanted trees must
also be maintained for 10 years, at an anticipated cost of around
£**** pa.

DECISION TAKEN
1. Enter into contract with Yorkshire Tree Contractors (YTC) for
the felling of trees and bushes etc at Doncaster Waterfront (East).
Contract value £***** to be funded from the Levelling Up Fund
(LUF) grant allocated to the Waterfront project.
2. Principally accept the replacement tree planting scheme proposed
at Bullcroft Tip, Carcroft. Current cost estimate £***** for
planting, plus c. £**** pa maintenance for 10 years. These
costs would be funded from the Environment & Sustainability/Net
Zero Carbon EMR.
