Purpose

Doncaster currently has 12 EVCPs, available
for public use, distributed across 15 bays in the following
locations
• Herten Triangle
• Markets Car Park
• Chamber Road Car Park
The Council has to date operated a ‘free parking and free
charging’ policy in Council owned car parks since 2015, with
the intent to support and encourage the uptake of Electric Vehicles
(EVs); however, it has been proposed that new fees and charges be
introduced in 2023-24.
Since the tranche of installations listed above were implemented,
we have received further funding via the South Yorkshire Mayoral
Combined Authority (SYMCA) who were allocated £1.8m for EVCPs
as part of a larger funding allocation from the Get Britain
Building fund. The funding has been split between 5 partners,
including the 4 South Yorkshire Councils and SYMCA (Park & Ride
sites) for the purpose of improving EVCP infrastructure for public
use.
Doncaster’s allocation is £***** to fund the delivery
of 15 new public EVCPs, one of which is expected to be a rapid
charger (50kw) and all others to be fast chargers (7kw to 22kw) at
the sites below:
• John Street – Mexborough – 2 fast charger
bays
• Bridge Street – Thorne – 2 fast charger
bays
• Civic Quarter Car Park – 4 fast charger bays
• Chamber Road – 4 fast charger bays
• Askern leisure Centre – 2 fast charger bays
• Dome Leisure Centre – 1 rapid charger bay
In addition to the installation of these new bays we are replacing
the outdated and faulty EVCPs in the following locations.
• Markets car park – 4 fast charger bays
• Chamber Road – 2 fast charger bays
While this is the Councils’ allocation, Doncaster is set to
benefit from 26 other chargepoint installations via the SYMCAs
funding allocation at the following Doncaster Park & Ride
sites:
• Adwick Park and Ride (Rail) – 6 fast charger
bays
• Bentley Park and Ride (Rail) – 4 fast charger
bays
• North Park and Ride (Bus) – 6 fast charger bays
• South Park and Ride (Bus) – 6 fast charger bays
• Kirk Sandall Park and Ride (Rail) – 4 fast charger
bays
In total, across Council car parks and SYMCA Park and Ride, there
will be 41 new EV parking bays due to be completed no later than
end of March 2023 by the appointed contractor Blink Charging
(previously known as Electric Blue). Their package of work includes
the supply and installation of EV charging equipment as well as
including a 5-year service and maintenance package for each
chargepoint. Following the end of the 5-year service and
maintenance package, the cost of ongoing servicing and account
management (facilitating the payment for charging) will fall to the
Council.
The acceptance of funding and contractor appointment were approved
in a previous decision ODR EE22 0281.
The project is now at a point where the metering and commissioning
is to be considered ahead of the installations being available for
public use and as such a tariff for the charging of Electric
Vehicles will need to be applied across all new EVCPs. As a result
of increasing energy costs and reduced parking income, the Mayor
and Portfolio Holder has agreed to introduce ‘non-profit
making’ fees and charges for EVCPs and the standard parking
fees. While the cost for charging will be set at a rate that does
not provide any profit for the Council, the charge will need to
cover the cost of any electricity used as well as the operational
costs for managing the charge points.
