Purpose

Reason for Decision: This would help maintain
consistency in service delivery through maintaining existing staff
whist securing additional resource to meet service demand and
developments through the limited capacity and soon to be reduced
required to effectively support CALDT Carers to access support in
real time whilst being able to plan for future circumstances
through more detailed decisions and plans, some of which could
delay demand on Adults Social Care delivery in the longer term.
This will ensure carers are responded to and supported in a timely
effective manner. This is still particularly important post Covid
when many carers have been isolated and their health and wellbeing
has been impacted. Health and social care capacity is still also
being impacted by Covid therefore unpaid carers remain heavily
relied upon.

The decision has been discussed with finance, governance and senior
management colleagues and their advice has led to this ODR being
completed.
This funding will take the form of a grant and will therefore
require a formal grant agreement with the Carers service as per the
Financial Procedure Rule E15 - E18.
The grant of £70k will be funded from Better Care Fund in
2023/24 and has been approved via the agreed process to access
Better Care Fund

To resource Carers Wellbeing Service to
maintain and add to hours within the service in the form of Carer
Support Workers within the commissioned Carers Service for 12
months. This will benefit carers being transferred from internal
teams and to maintain self-referral/ agency referrals to Carers
Wellbeing Service as well as the proactive community work they
undertake when capacity allows.
This would enable the 2 staff whose contract is about to end to
remain in post for a further 12 months and enable further part-time
hours to be recruited to for 12 months.
