Purpose

On the 12th February 2025, Cabinet delegated the approval of the spend plan for the £20m to the Service Director of Finance & Technology (Section 151), and any subsequent addition to the capital programme, in consultation with the Mayor, to be utilised on essential activities only.

The purchase of 3 Rescue and Fire Fighting Services Appliances forms part of the spend plan is an essential activity to allow the airport to re-open.

A tender exercise, compliant with the Councils Contract Procedure Rules (CPRs), was undertaken via the YPO Framework 1170 Purchase, Hire and Lease of Specialist Vehicles and Associated Services LOT 18 (Public Contract Regulations 2015). Subsequently bids were received and evaluated in accordance with the disclosed evaluation strategy and mandatory specification and the highest scoring tenderer resulted in the preferred bidder being Angloco Limited.

Decision

To agree the purchase of 3 Rescue and Fire Fighting Services Appliances (RFFS) compliant with ICAO Annex 14 DOC 9137-AN/898 with Angloco Limited. These vehicles will support emergency response operations at DSA.

Alternative options considered

Do not award the contract: This option was discounted because the RFFS are essential to operate the airport.

Award to an alternative supplier: This is not an option as a competitive procurement exercise in accordance with the Councils CPRs has been undertaken ensuring best value and full compliance with the public procurement regulations. The preferred bidder resulting from this robust process was Angloco Limited.
