Purpose
See attached ODR for details
Decision
1/ To defer the introduction of kerbside collections of plastic film, which had been planned to commence by 31 March 2027.
2/ To keep abreast of national policy / legislation and ensure a future decision is kept under review - a further business case and decision will be brought forward before the revised
mandatory date of 1 April 2030.
Alternative options considered
Option 1: Proceed with implementation by 31 March 2027
Rejected because implementation is no longer required and commercially viable at this time. Implementation now would commit the Council to a collection method and contract
arrangements that may not represent best value once the future market and national funding position are clearer.
Option 2: Permanently exclude plastic film and bags from kerbside recycling Rejected because the statutory requirement is expected to apply from 1 April 2030. The decision is therefore to defer implementation, not to abandon it.
Preferred option: Defer and review
Preferred because it avoids unnecessary budget pressures at this time, retains flexibility, and allows implementation to be aligned with statutory requirements or when such a service
becomes financially viable.
