Purpose

The external support is required to provide
the capacity and requisite skills, not currently available
in-house, for visioning, master planning and assisting with
identifying and prioritising potential schemes for LUP
investment.
• The external support will also enable us to access national
and international expertise and research-based best practice that
would otherwise be difficult to source in the limited
available
timeframe.
• The work will enable CDC to further build on the investment
already undertaken by the Urban Centre Masterplan, City Centre Town
Deal, Levelling Up Round 1, and deliver a tie into the investment
opportunities identified in the South Yorkshire Investment
Zone.
• There is also a clear synergy with the suite of strategic
documents developed by the Team Doncaster partnership that set out
the collective vision for the city. These include the
Doncaster
Borough strategy, the Doncaster Economic strategy 2030, Education
and Skills 2030, and the Doncaster Delivering Together Investment
Plan.
• A Direct Award, via the PAGABO framework, is considered the
best option for:
o Securing a supplier with national and international expertise,
alongside prior experience of visioning and master planning in
Doncaster within a short timeframe that has the
capacity to meet the full contract specification

PAGABO framework as per the Terms and Conditions to:
• A new City Centre Vision document developed through thorough
engagement with public, stakeholders and business. This will set
out in detail the ambition for the role Doncaster’s
City Centre will play for the wider City. It will provide the
vehicle for encapsulating work completed, work in progress and
exciting investment development opportunities, and set
out clear ambitions that will deliver our strategic plans.
• Masterplan development focussed on two City Centre
locations: Spring Gardens and Waterdale, with clear identification
of projects that can be delivered as part of our Levelling
Up Partnership, potentially achievable in a 12-month delivery
window.
• Rationalisation of wider City Centre potential project
long-list that can be delivered as part of our Levelling Up
Partnership and Long Term Plan for Towns, outlining the
rationale
behind the inclusion or exclusion of each project.
