Purpose
Following the recent resignations of four
Parish Councillors on Old Denaby Parish Council, the Parish Council
is currently in the process of inviting expressions of interest
from individuals who wish to take up the vacant positions. Under
these circumstances, the usual practice would be for the Parish
Council to co-opt to the outstanding vacancies. However, as there
is only 1 member remaining on the Parish Council and 3 members are
required to establish a quorum, the Parish Council is therefore
unable to make the necessary co-options.
The legislation and the Council’s Constitution provides for
these circumstances and allows City of Doncaster Council to appoint
members on a temporary basis to the Parish Council to enable it to
carry out its business. This function is delegated to the Elections
and Democratic Structures Committee, the Chief Executive and the
Monitoring Officer (Service Director of Legal and Democratic
Services).
Guidance on this issue recommends that the Council may wish to
consider appointing the relevant Ward Member(s) to any such
vacancies as they have a democratic link and understanding of the
local area. Following consultation with the relevant Ward Members,
it is therefore recommended that Councillors Lani-Mae Ball, Nigel
Ball and Ian Pearson from the Conisbrough Ward (which includes Old
Denaby within its boundary) be appointed to the Parish Council for
this purpose.
These appointments will be made on a temporary basis and for the
purpose of enabling the Parish Council to make the necessary co-
options.

To make the Order as set out in Appendix A of
the report in order to appoint Councillors Lani-Mae Ball, Nigel
Ball and Ian Pearson on a temporary basis to Old Denaby Parish
Council for the purpose of attending a meeting to establish a
quorum and enable the Parish Council to make the necessary
appointments to its membership.
These temporary appointments are required as a matter of urgency to
enable the Parish Council to hold its scheduled meeting on 18th
July 2024 to co-opt members on to the Parish Council.
Alternative options considered
Option 1 – To do nothing. The Parish
Council would not be able to function effectively and represent
local residents.
