Purpose
Procurement Regulations and Financial
Procedure Rules require the Council to undertake a new compliant
procurement to facilitate a continuation of service delivery
pending expiry of the existing ‘Treatment & Disposal of
Organic Waste Contract’ which expires 25/01/2025.
The new Agreement will maximise the recycling or recovery of
organic waste to generate useful products and minimise the disposal
of untreated biodegradable waste to landfill, it will provide
a
guaranteed annual processing capacity of 30,000 tonnes per annum of
Contract Waste (the “Guaranteed Minimum Annual
Capacity”).
It is anticipated that gate fees under the new Agreement will be
per tonne, which is broadly in-line with current spend –
appropriate indexation mechanisms will be contained within the
Agreement to ensure the price remains sustainable/equitable for the
Council and the new contractor throughout the Term.

The Agreement will run for a period of 60 months, with two optional
extension periods of 60 months (each).
The potential extension periods will secure the Councils options
for the recycling/recovery of organic waste through to 2040, to
align with the transitional arrangements the Council has secured
for the collection of food waste from domestic properties and the
expiry of the PFI (BDR) residual waste treatment
contract.
