Purpose

In January 2025,
Cabinet agreed to let a one-year contract to West London NHS Trust
for the delivery of therapy services to mainstream schools and
nurseries.
Following the
completion of data analysis, market testing and modelling, a new
commissioning model has been developed which will simplify the
current contractual arrangements with the NHS whilst maintaining
continuity for users. It will replace spot commissioning with a
brokerage model providing the council with a more transparent
commissioning process, greater flexibility, control and scrutiny.
If the recommendations in this report are agreed the new
arrangements will commence in October 2026.
