Purpose

This report seeks approval to
award a contract for the demolition of the Phase 1 blocks (Colne,
Dee and Humber Courts) and the former community centre at High Lane
Estate, in line with Cabinet’s decision of July 2025 to
proceed with these enabling works. The buildings are currently
vacant, unsafe and deteriorating, creating ongoing public safety,
financial and reputational risks for the Council, as well as
undermining confidence in the wider regeneration
programme.
 
The decision requested will
enable the Council to remove these risks, eliminate recurring
holding and security costs, protect committed Greater London
Authority funding, and maintain momentum on the regeneration of the
estate. Demolition will also de-risk the site, improve its
condition and security, and enhance future land value while
longer-term development options for the wider estate are
progressed.
