Decision

To appoint Inner Circle Consulting to provide specialist strategic
input and
project management resource for a proposed fee of £98,700 for
up to 12 months.

Reasons

This appointment will provide specialist strategic input and
project
management resource to help increase the supply of good, genuinely
affordable homes for Ealing; improving people’s lives,
without compromising our net zero ambitions. It will support
implementation of the emerging Housing and Homelessness Strategy
and the building of a meaningful pipeline of development
opportunities to meet the Council Plan’s 4,000 genuinely
affordable homes target.

The appointment is entirely funded by GLA Land for Council Homes
Revenue Fund grant. An RFQ procedure was carried out with the
returns coming in over £75k. Under Contract Procedure Rule
20.9 An exception to Contract Procedure Rules is not required in
the following circumstances: Following completion of a quotation
procedure where quotations exceed £75,000, provided all
quotations are below £100,000.

On this basis, authority is with the Service Director to award a
contract on the basis of quotations received, without need for an
exception.
