Purpose

The purpose of this report is
to recommend a temporary amendment (until 31st January
2025) to the criteria by which the Council provides temporary
accommodation to households on the TA transfer list. At present,
the TA Placement Policy prioritises offering accommodation to those
who have been on the list the longest.
 
The new criteria will consider
factors such as wellbeing, health, family circumstances, financial
hardship, the instability of placements, cost-effectiveness, and
budget constraints. The amendment will allow households living in
the most unsuitable accommodation to be re-housed in more suitable
temporary accommodation in a timely manner. On 1st
February 2025 the policy will revert to the previous drafting as
the amendments authorised in this report will have
expired.
