Purpose

This report sets out the future commissioning
options for Adult Support (non-statutory housing related support)
as the current contract(s) expire in March 2025 with no further
option to extend. Following the implementation of the Care Act 2015
and subsequent removal of ring-fenced grants for the Supporting
People Programme, these contracts were transitioned to a local
Adult Support Programme.
 
In June 2019, Cabinet approved the award of
Adult Support contracts for 4.5 years from 1 October 2019. These
contracts were extended for a period of one year subject to a
review and a revised commissioning plan. Financial challenges mean
efficiencies and financial savings should be explored as part of
the revised commissioning plan under Adult Support. A savings
target associated with a review of such non-statutory spend has
been included in the 2025/26 Medium Term Financial Strategy
(MTFS).
