RECOMMENDED that Council:

approves the Council’s overall spending
proposals in respect of the HRA revenue;
(2)
approves the HRA Capital Programme;

notes and considers the budget assessment by the
Section 151 Officer as set out in Section 10 of the report when
agreeing the recommendations; and
(4)
sets the HRA minimum balance at £3.525 million
for 2026/27.
