Purpose

To inform Members and seek Cabinet’s agreement to recommend to Council the constitutional and delegation arrangements required to implement the National Scheme of Delegation (NSD) and ensure Fenland District Council remains legally compliant with the new statutory requirements.

Decision

AGREED to recommend to Council to:

·         Note the forthcoming implementation of a National Scheme of Delegation for planning applications;

·         Not agree the constitutional changes contained at Appendix 2 which includes the Planning Scheme of Delegation

·         Not agree the Planning Scheme of Management contained at Appendix 3 and delegate authority to the Head of Planning, acting as the Council’s Chief Planning Officer, to maintain and amend the Planning Scheme of Management required to support the National Scheme of Delegation, including the designation of the Nominated Member, Nominated Officer and their substitutes, in consultation with the Nominated Member.
