Purpose

To seek approval for the proposed Phase 3
expansion of the Flying Start 2 year old childcare across
Flintshire into remaining areas currently not covered.

Content

(a)       That the Flying
Start Phase 3 expansion be endorsed and supported, building upon
the developments from Phase 1 and Phase 2, and the large and small
capital schemes; and
 

(b)       That the inclusion
of the three options be approved for inclusion in a Business Case
to Welsh Government (WG) for future programme roll out.  WG will base the future grant award on their
availability of funding and the bids received from across
Wales.
