Purpose

To provide
information on the proposed governance arrangements of the Local
Authority Trading Companies and an overview of the different models
of operational ADMs.

Content

(a)       That the Articles of
Association for Flintshire Libraries and Leisure Limited and FCC
HOLDCO Limited be endorsed;
 
(b)       That the appointment
of an Elected Member as a Director of Flintshire Libraries and
Leisure Limited be supported, to sit on the Board of Directors for
the company; and
 
(c)        That the
overall governance arrangements, as detailed in the report, be
ratified.
