Purpose

To provide information on the work of the
School Parking Task & Finish Group and seek support for the
recommendations being put forward by the Task & Finish
Group.

Content

(a)     That the Committee
support the Task & Finish Group recommendation that the
protocol is adopted for parking issues outside schools and
circulation to all schools in Flintshire, as shown at Appendix
2;

 

(b)     That the Committee
support the Task & Finish Group recommendation that the matrix
for prioritising schools is implemented, as shown at Appendix
3;

 

(c)     That the Committee
support the Task & Finish Group recommendation that all schools
be required to produce a school travel plan and that the portfolio
showcase some best practice examples or provide a standard template
to schools;

 

(d)     That the Committee
support the Task & Finish Group recommendation that a panel be
set up to assess complaints received in accordance with the
criteria and determine action be taken based on the established
protocol;

 

(e)     That the Committee
support the intention to explore the use of vehicle-mounted ANPR
technology to enhance existing Civil Parking Enforcement
activities; and

 

(f)      That the
Committee support that further work is required on the 5 minutes
grace period in restricted areas and the pilot of 2 schools will
take place following implementation of the protocol.
