As such, the formal wording for the reasons
for refusal following the Member’s debate and resolution on
11 June 2025 were recommended as follows:
1. The proposed
development, by virtue of its high density and corresponding
layout, and scale, represents an overdevelopment of the site that
fails to respect the established character and pattern of
development in the surrounding area. As such, the proposal is
considered to be out of keeping with the local context and would
result in a form of development that is incompatible with the scale
and form of neighbouring properties. The development is therefore
contrary to Policies STR4, PC2,PC3, HN2 and HN4-D of the Local
Development Plan
2. The proposed layout
and design of the development, constrained by the high density of
development, would fail to provide an adequate standard of amenity
or a satisfactory quality of living environment for future
occupiers. As such, the proposed development is contrary to
Policies STR4, PC2, PC3, and HN4-D of the Flintshire Local
Development Plan
That Members endorse the inclusion of reasons
for refusal as set out above on the formal Decision Notice.
