Purpose

The purpose of this report is to present for
consideration the draft Housing Revenue Account (HRA) 30-year
Financial Business Plan and the proposed HRA Budget for
2024/25.

Content

(1)       To consider the HRA
budget for 2024/25 as set out in the report;
 
(2)       To approve the
proposed minimum rent increase of 6.5%;
 
(3)       To approve a garage
rent increase of 6.5%;
 
(4)       To approve the
increase in service charges to full cost recovery with the
exception of aerial charges which will be frozen until a new
contract is negotiated;
 
(5)       That the tenant
hardship fund be topped up to a cap of £0.350m from any
surplus reserves generated in year, if required; and
 
(6)       To consider the
proposed HRA Capital Programme for 2024/25 as set out in appendix
B.
